Emilia-Romagna confirms strategic role at European Talent Mobility Forum annual meeting
Connecting with European peers: bringing back global insights on employee experience, AI, and compliance to boost talent attraction and retention

European Talent Mobility Forum 2025 meeting
The Emilia-Romagna Region has gained renewed strategic perspectives on the future of talent circulation following its participation in the European Talent Mobility Forum (ETMF) annual meeting, held on the 9-10th December in Lund and Copenhagen. The event provided a platform for connecting with peers and reinforcing strategies for attracting and integrating international talent.
The annual gathering, which convened key organizations dedicated to talent management across Europe, was inspiring with participants stressing the urgent need for comprehensive and technologically advanced mobility programmes.
Three pillars for future mobility programs
Prioritizing the employee experience: the consensus among ETMF members is that talent mobility must evolve beyond mere transactional logistics. The focus must shift to the employee and their family’s entire journey. This involves offering continuous support, from the initial decision to relocate until the family is fully set up and integrated into the new regional environment.
Embracing digital transformation: technology has moved from being beneficial to being essential. The discussions highlighted the critical need for adopting AI and integrated digital platforms to manage compliance, immigration procedures, and administration efficiently. This transformation is seen as key to creating user-friendly and effective mobility programmes.
Navigating compliance complexity: with the regulatory environment constantly and rapidly evolving, proactive management is crucial. The forum emphasized the importance of continuous monitoring and leveraging expert guidance to effectively navigate the complex tax and social security implications that arise when dealing with multiple international jurisdictions.
Highlighting regional collaboration
The meeting also served to showcase innovative cooperative models. A special acknowledgment was given to the team at International Citizen Hub Lund on the Cross-border Talent Bridge Interreg project. This important EU project exemplifies innovative cooperation between multiple regional stakeholders dedicated to addressing persistent talent shortages.
These insights will be precious for Emilia Romagna to inform and implement strategies designed to significantly enhance the region's overall talent mobility effectiveness.
