What do we mean by skills intelligence?
If by business intelligence we mean the process of "transformation of data and information into knowledge" to use in strategic decision-making processes, so that these are supported by coherent, updated and highly precise information, making it possible to manage more efficiently a company, by skills intelligence we mean the very same process, but taking into consideration only the data relating to skills and human capital.
Having assessed the importance of the analysis of this type of data, the Emilia-Romagna Region, in collaboration with ART-ER, the Clust-ER associations, the Regional Employment Agency and Unioncamere, has created a open online tool which allows everyone to consult data relating to the professional profiles sought in each area of specialization of the Smart Specialization Strategy in the region.
Launched in 2021, the project was born with the aim of offering to local actors focused on education, training and universities, an advanced tool for analyzing the skills needs, in synergy with the goals of art.7 of the recent Regional Law 21 February 2023, n.2 on Attraction, retention and valorisation of highly specialized talents in Emilia-Romagna, which looks at the skills intelligence approach as a tool for building public measures and interventions on skills.
The interactive tool consists of three areas:
- WANTED, using data of the online job vacancies offered in Emilia-Romagna in the past 12 months, processed through machine learning techniques;
- HIRED, using official data coming from employment contracts
- EXPECTED, using data coming from the official surveys on labour needs made by Unioncamere.
A tool full of information on skills and professional profiles, designed to support educational and training planning, orientation activities and upskilling and reskilling actions, as well as the design of regional policies, measures and interventions.
In particular, it may be useful to learn more about:
- what are the job profiles that companies are looking for
- in which sectors and areas of specialization with respect of regional Smart Specialization Strategy
- how hard it is to find them
- with which skills (soft, hard and digital) and their expected growth
- with what qualification
- with what type of contract
- with what kind of previous experience
The tool Skills Intelligence Emilia-Romagna allows an in-depth and vertical analysis on all S3 areas (Agrifood, Build, Create, Greentech, Health, Innovate, Mech, Big Data, Tourism, Urban), with an overview of regional data
Below we can see:
1 - new hirings in Emilia-Romagna, detected by SILER data from July 2022 to June 2023, which tell us that the activations/hirings recorded throughout the region in all sectors were 987.331:
2 - the overview of all job advertisements published online from October 2022 to September 2023 with the comparison between the various areas, with an indication of the change compared to the previous year and the outlook for the next 2 years:
